Its shorter rapid growth of careerist legislators during the period and their consequent ability to overwhelm the small group of senior careerists to impose a new structure and agenda. The third era extended from the 1910s to the 1970s. As the first sustained period of low turnover and high careerism, this era corresponds more closely to the two-cycle theory of institutional change than the two earlier eras. The era began when progressive legislators in 1910, frustrated with the inability of party government to serve the new industrial agenda and assist their career advancement, overturned the governing rules that had dominated Congress since the Civil War (Hechler, 1940).

Its assumptions, such as the existence of low turnover and high careerism, reflect conditions that were peculiar to the industrial era. Different patterns of turnover and careerism existed in other eras (Bullock, 1972; Fiorina, Rohde and Wissel, 1975; Polsby, 1968; Price, 1975; Swenson, 1982; Young, as a result of different social structures and policy agendas, and produced cycles of change somewhat different from those of the industrial era. Thus students of the agrarian or postagrarian period must adjust the theoretical arguments to fit the underlying empirical conditions present in these earlier periods.

Explaining the Transformations of the Seventies The societal crises that led to the reforms of the 1970s-the domestic problems associated with civil rights and social and economic planning, and the foreign problems associated with Vietnam and declining world nance-lacked the sharp effect on the nation’s economic and social life that the Depression had. But whereas the congressional structure of Congress in the 1930s meshed with the policy problems of the period reasonably well, the structure of the sixties and early seventies did not.
