22 23 Introduction 29 housebuilding by Short, et al. 25 The alternative measures of size, primarily derived from company accounts, are monetary. The value of output, or company turnover, has the theoretical advantage that it gives the appropriate weighting to both large and small houses, differences in quality, and differences in location; it represents the totality of the business output. There are, however, considerable problems in obtaining consistent data over time. Pre-war financial information is only rarely available; only eight housebuilders were quoted in that period, most of them from the mid-1930s.

The rise in the number of households during the inter-war period was substantial and was driven less by total population 7 Merrett, Owner Occupation in Britain, p. 5. 1 Private housing completions, 1923–1938. In the four decades to 1921 the average increase in the number of households was around 700,000. 4 m. 5 m. households being created in the period 1931–1939. That population growth was not evenly distributed.

Interviews The interview process was the last, but in this case by no means the least, part of the research for this history of British housebuilders. The interview was partly concerned with filling the information gap about the individual companies, and partly with obtaining views on the strategic decisions which dominate Part II. The one specific piece of information sought was the unit completion data. Responses on the latter varied enormously from people who could remember almost exactly how many houses they had been building 20–30 years ago, or had kept records, to those who could barely suggest an order of magnitude.
